Margaret L. Miller is a law partner at Gray Miller Persh LLP. Ms. Miller received her Bachelor of Science in engineering policy from Washington University in 1986 and her J.D. from the University of Utah College of Law in 1989. From 1989-1990, she was a law clerk for the Chief Justice of the Supreme Court of Missouri. She practices communications law for public broadcasters and related educators, representing state agencies, state and private universities, non-profit organizations, colleges, and educators. She has substantial expertise in noncommercial radio and television broadcasting, educational broadband systems (EBS), station sales and mergers, collaborative agreements, and other broadcasting-related agreements. She participates regularly on legal panels and seminars relating to public broadcasting and presents at national and regional public broadcasting conferences. She has also been named in the 2019-2022 editions of Best Lawyers in America in the area of Communications Law.
